A condensing boiler makes the most sense with radiant heat, though baseboard and conventional radiators work well also. Steam radiators do not AFAIK offer themselves to be heated via condensing boilers. Note, there is a strong preference away from condensing oil boilers due to the corrosive nature of US fuel oil (condensing gas boilers are OK).
